I don't know about USA cops, but in the NL you have to always ID yourself regardless of the situation, or it's considered obstruction/suspicious behaviour. There is a law that says it's illegal to not carry your ID.
I don't really understand what the argument is about but as usual it's a cop and a civilian becoming locked in a confrontational mindset with both sides stubbornly wanting to achieve a 'gotcha I win' type of moment.
