That 94 M, adjusted to inflation today would've been 180 M. They were making a 180 minute movie. While the new series is 975 minutes. The math mathed. Quality should've stayed approximately unchanged.
It is a question of priorities. Gondor spent money on nice armor, useless attacks on ork armies and an entire city out of marble, but could not afford to help Rohan when the Westfold fell.
