He asked the wrong questions “by whos authority and under what law are you acting?” That alone puts the onus on the police to demonstrate thier lawful investigation. If they cant provide that, then he can assume they are acting unlawfully and does not need to comply with anything

It seems like he drove to a different area of a closed strip to eat his food in front of closed businesses. Instead of simply saying that he would be on his way after eating, he took the stance that because he's eating it gives him the right to park in front of closed businesses.
