It's illegal to refuse cash in France , the business can receive a fine. I think it's the same in euro zone.

A shop that does not take local currency? This should not be legal. Payment systems should be optional, accepting cash should be mandatory.

In most of the Euro-zone, shops are obligated to accept cash. This is mandated by the European Central bank and enforced by most national laws. Germany is the exception, but popular opinion pressures most shops to accept cash anyway. The EU is often criticised (and rightfully so)
