They're supposed to have shorter more concise messaging in order to read with a larger gap between words. If you read them too fast, the echoes make the whole thing less comprehensible.

It’s some loud speaker warning about likely flood and to immediately move to higher ground. Not sure where it’s coming from. They look like they are in the middle of nowhere.
