Buy the base game, play it. See if you enjoy it, if you do youll probably play more and start thinking about some things that could be better/improved. Then you can make an informed decision on which dlc may be worth getting, if at all.

stellaris isn't HOI4 base game without any dlc is absolutely fine - you dont need any of the species packs, those are purely cosmetic - the story packs are underwhelming - the big expansion are nice to have, but not essential i hate the path that paradox went with the dlc mayhem
