Smart phones do that too. You just have to not download the app.
I'd save more money by flashing a custom rom onto a budget android and removing the ability to easily install apps (no google play).
Imagine paying 500 dollars for 20 year old technology when you can buy a Samsung A30s smartphone for 50 dollars.
